Governor Kevin Stitt issued a sweeping executive order reaffirming and strengthening Oklahoma’s pro-life stance, further solidifying the state as one of the most restrictive in the nation when it comes to abortion access. Signed MondaymorningattheState Capitol, Executive Order 2025-19 directs all state agenciestoensurecompliance with current abortion laws, reinforces protections for unborn children at all stages ofdevelopmentandpromotes resources for pregnant women and new mothers.
“Oklahoma is a pro-life state, and we will continue to protect the rights of the unborn,” said Governor Stitt during the signing ceremony. “This executive order makes clear that we stand for life, support families, and will hold agencies accountable to the laws already on the books.”
The order mandates that all state health agencies provide detailed reporting on abortion-related data. Public funding cannot be used, directly or indirectly, to support abortion procedures or referrals.
Also, the Oklahoma's Department of Health must increase outreach and support services for crisis pregnancy centers and adoption agencies and the Attorney General’sOfficewill be responsible for enforcing complianceandinvestigating any potential violations.
Stitt’s action comes amid ongoing legal battles in other states over the reach of post-Roe v. Wade restrictions. Oklahoma’s near-total abortion ban, passed in 2022, already prohibits abortions except when the mother’s life is at risk.
The new executive order does not change the law but places more pressure on agencies to enforce it strictly and publicly promote pro-life programs. Pro-life advocates applauded the move.
“Governor Stitt has been oneofthemostcommittedprolife governors in the country,” saidAmandaBecker,director of Oklahoma Right to Life. “This order ensures that life is protected not just in law but in practice.”
However, reproductive rights organizations decried the executive order as an overreach.
“Thisisanotherattemptto control women’s bodies and limitaccesstocomprehensive healthcare,” said Kayla Reynolds of the Oklahoma Reproductive Freedom Coalition. “It will create even more barriers for those already suffering under one of the most extreme bans in the country.”
Legal experts said the executive order could prompt new court challenges, particularly if agencies or individuals are penalized for activities deemed supportive of abortion access in other states. As the political and legal landscape surrounding reproductiverightscontinues to shift nationwide, Governor Stitt’s order underscores Oklahoma’s determination to lead the charge in pro-life governance.
“This is about more than politics,” Stitt said. “It’s about protecting life and building a culture that values every single person from the moment of conception.”
The executive order takes effect immediately.
