The Madill City Council held their monthly meeting on July 9. Agenda items one through five were general housekeeping items. Item six was to discuss and take action on change order for 18211CDBG20watertreatment plant project.
Per City Manager James Fullingim, this is additional work that was found to be needed during recent upgrades that were previously approved by the city council. The council approved the additional work of replacing filters and will change the original estimate from $404,100 to $421,411; with additional funds coming from the one-cent fund account as provided previously.
Item eight was the City’s Financial Report; $368,091.84 sales tax revenue, $30,03.28 in use tax, revenue at 157.71%, and expenses at 122.34%.; Fullingim reiterated that the revenue percentages were as such due to grant monies being issued and used.
Item nine was the city manager's report. The Oklahoma State Health Department requested for all state employees to be granted discounted membership at the City of Madill’s Fitness Center. After short discussion, council member Mary AnnHalesuggestedtheitem be added to next month's agenda to be able to review thecurrentmembershiprevenues to determine possible discount and the amount of requested discount; council approvedtablingandadding to agenda in August.
Brush pickup began on July 9 and will continue over next week. A crew will be in town to fix the traffic light at Francis Street around July 14. They will also install the radar to help with traffic flow.
The light at Highway 377 needs to be looked at again as it is still malfunctioning which requires it to be reset. The replacement light for that intersection is expected by September.
“Once September gets here, we should have all three lights working really good and the flow of traffic through town will be a lot better,” Fullingim said.
Resident Jayson Pruitt asked if the city would ask about controls for the fire department and ambulance services. Fullingim said that he had already asked but “did not know what the answer is” at that time.
The city is in the process of installing a sewer line behind the soon-to-open Dollar General off of Highway 70 in Madill.
The unscheduled public comments section was a chance for residents to discuss the illegal use of fireworks. Residents Willa Dean Caldwell and Pruitt asked the council what, if anything, could be done about the blatant disregard of the city ordinance of no fireworks within city limits. Puritt added that he had sent emails to Mayor Williams, council member Terry Rushing and Madill Chief of Police Raley about trespassers on his property.
“They are not afraid of the police, they have been given a green light to go around town and do what they want for years,” Pruitt said.
He continued to talk about fireworks being set off on Geraldean Drive up until July 8.
Fullingim said there is a possiblity of increasing the fines for illegal burning within city limits. Council members asked city attorney Kristen Speer to look into the schedule of fines for illegal use of fireworks, burning within city limit, and animals at large. The council will discuss increasing the fine for each of those offenses at next month’s council meeting.
