The Marshall County Sheriff’s Office had a full week of incidents. Last week, MCSO was made aware of a registered sex offender in the Cumberland area of the county who was allegedly not reporting correctly and trying to “circumvent the registrar process.” Officers were also told to look for electronic devices.
Officers secured a search warrant and made contact with Phillip Mitchell, a 49-year-old male from Madill. Mitchell was at the residence when officers arrived. Officers found an electronic device and other items that led to his arrest. He was booked into the Marshall County Detention Center for Failure to Register as a Sex Offender, Possession of CDS and Possession of Drug Paraphernalia. The electronic devices were sent to the Oklahoma State Bureau of Investigation for further review.
Mitchell has priors for Lewd or Indecent Proposals/ Acts to a Child, Inducing Minor to Engage in Prostitution and Traffic Violations.
Law officials were made aware of a possible stolen property incident last week. The investigation led officers to a residence off Texoma Park Road.
After gathering all the evidence, officers arrested Christopher Richards and Destini Elliot. The investigation is ongoing, and the duo might be facing more charges.
Richards, a 32-year-old male, was arrested for Concealing Stolen Property. An online search found priors for Possession of CDS, Bringing Contraband into a Jail, Possession of Drug Paraphernalia, DUI, Obstruction, Resisting, Public Intoxication, Concealing Stolen Property, Second-Degree Burglary, Conjoint Robbery and Unauthorized Use of a Motor Vehicle, Elliott, a 38-year-old female from Kingston, was also arrested for Concealing Stolen Property and Possession of Drug Paraphernalia. Priors for Falsely Personating Another to Create Liability, Driving Under Suspension, Possession of CDS, Failure to Use Child Restraint and No Seatbelt were found in an online search.
The same week, the Madill Police Department received a call about a stole vehicle. The reporting party stated the vehicle was stolen from Allsup’s. The Madill Police Department alerted surrounding law agencies to be on the lookout for the vehicle.
Just after receiving the BOLO, a MCSO deputy passed the vehicle and turned around to follow it. The officer verified that it was in fact the stolen vehicle. The deputy followed the vehicle into Bryan Count and alerted the BCSO.
Bryan County officials asked the MC deputy to stop the vehicle. However, once the deputy attempted to initiate a traffic stop, the driver fled. The pursuit traveled through Bryan and Johnston Counties.
Once the pursuit entered Johnston County, officers were able to use tactical intervention and stop the car.
Rosetta Chavez, a 35-year-old female from Chandler was arrested for Larceny of an Automobile, Endangering Others by Eluding/Attempting to Elude, Escape from Arrest or Detention, Possession of a Stolen Vehicle, DUI and Driving Under Suspension. An online search found priors for Identity Theft, Eluding, Larceny of Merchandise from a Retailer, Obstruction, Public Intoxication and Driving Under Suspension.
While investigating the stolen vehicle, officers learned of a vehicle that dropped Chavez off at Allsup’s and then fled the scene. A deputy spotted the vehicle, later found to be driving by Chasity Joel, and attempted to initiate a traffic stop.
In concert with Chavez, Joel, a 24-year-old female from Chandler, also decided to flee and attempt to outrun the deputy. Unfortunately, Joel crashed and was flown to a hospital in Texas.
Joel was released after being cleared by the hospital. Officers learned of her release and went to her residence to arrest her for Eluding, Possession of CDS and Possession of Drug Paraphernalia. Joel also has active warrants out of Cook County.
The MCSO was alerted to a situation involving an adult male and a juvenile female. According to the reporting, Alexander Ybarra, a 60-year-old male from Kingston, was attempting to entice a juvenile female to meet him alone in a secret place. He was allegedly sending the victim lewd, lascivious comments.
MCSO deputies obtained a search warrant for Ybarra’s cell phone and gathered enough evidence to secure charges. Ybarra was arrested and charged with Enticing a Child Under 16 to a Secluded Place and Harassment by Use of Electronic Device. His phone was sent to Oklahoma State Bureau of Investigation. An online search only found a Traffic Violation for Oklahoma priors.
