What began in 1979 as a small Title 18 fire district has grown into one of the region’s most trusted emergency services. The Texoma Fire Department, once dependent on bake sales, donated equipment and the tireless work of its ladies auxiliary, now stands as a full Title 19 district with modern training programs, retirement benefits for its firefighters, and state-of-the-art trucks and gear to meet the demands of the community.

Whenthedepartmentfirst formed as a Title 18 district, itwasconsidereda“volunteer fire association,” largely selffunded and governed by the community. Title 18 organizations often faced challenges in securing stable funding, relying heavily on donations and community fundraisers.

The auxiliary, composed mostly of the wives and families of the firefighters, stepped in early to provide meals, fundraising support and a helping hand to ensure the department’s survival.

Today, under Title 19, the Texoma Fire Department has become a public fire protection district with taxing authority, the ability to offer retirement programs and access to advanced training opportunities for both men and women who serve. The transition has allowed the department to not only grow but to maintain the highest standards of safety and professionalism.

Current Fire Chief Todd Cissell, who has more than 20 years of firefighting experience, leads a dedicated crewofbothmenandwomen. Under his direction, the department has invested in new fire trucks, upgraded safety gear, and specialized training to better serve the district’s needs.

“Texoma Fire has always beenaboutneighborshelping neighbors,” Cissell said. “The move to Title 19 gave us the structure and resources to better protect our community, but we’ll never forget where we came from.”

The ladies auxiliary, still going strong after more than four decades, remains an essential part of the department’s success. Their efforts not only raise funds for equipment and supplies but also foster the strong community ties that keep the fire service thriving.

As the Texoma Fire Department looks ahead, the blend of modern capability and grassroots support continues to define its spirit. From its humble Title 18 beginnings to its Title 19 strength today, the department stands as a testament to what a small community can achieve when everyone works together.
