Man wanted for wanting to take matters into his own hands

A local man is currently wanted on a Felon in Possession of a a Firearm warrant after a squabble. On July 31, Marshall County Sheriff Danny Cryer received a phone call to his office from Chad Mangum, a 46-year-old male from Kingston.

Cryer noted that Magnum was irritable and noticeably upset about a protective order and custody order involving his adult daughter.

“I was able to calm him down enough to explain that a warrant request had already been submitted to the Assistant District Attorney’s Office in reference to the case Mr. Mangum was up about,” Cryer stated in his police report.

Mangum made a veiled statement about taking matters into his own hands then disconnected the call.

Before Cryer had a chance to finish his police report, deputies were dispatched to a road rage incident near Texoma Park Road, with one of the suspects being Mangum. Marshall County Sheriff’s Deputy Anna Timms and Oklahoma Highway Patrol Trooper Rodney Davis responded, and drove to the Mangum residence off of Highway 70A.

Timms noted in her police report that as she entered Mangum’s driveway, she observed a small sedan heading her way, then turn around in a very reckless manner to drive back toward the residence. Timms watched Mangum exit the driver’s side of the vehicle with a 12-gauge shotgun in hand.

Mangun then ran behind a travel trailer at the residence and out of the officers’ site. Not wanting to run into a possible ambush situation, Timms awaited backup, and informed the newly arriving officers that the suspect ran behind the travel trailer while armed.

Cryer said while officers were attempting to assess the situation and figure the best way to approach the rear side of the travel trailer without possibly getting ambushed, Investigator Damon Robinson arrived on scene and walked behind the travel trailer. Robinson located the shotgun that Timms identified as the one Mangum was clutching, but not the suspect himself.

Officers attempted to locate Mangum for two hours, till Cryer called off the search due to dangerous conditions.

“I had determined that Mr. Mangum was no longer armed and had no access to any other weapons and was not considered a danger to the public,” Cryer said. “A continued search would have placed Law Enforcement and the suspect both in danger due to the high temperatures and increased humidity levels.”

Cryer said he also found evidence that Mangum was possibly intoxicated. Between alcohol and Mangum’s heart condition, Cryer did not want to risk Mangum having a heart attack. Mangum contacted Cryer on August 2 but did not reach Cryer.

Multiple attempts by Cryer to reach Mangum have been unsuccessful. Mangum has a warrant for a Felon in Possession of a Firearm due to the incident.

The suspect’s ire stems from a domestic abuse case between his daughter, Amber Mangum and Shawn French. Police records show that in October 2018, Amber reported to Marshall County Sheriff’s Deputy Steve Beebe claiming French had been abusing her for a several-day stretch. She claimed he took her phone, held her against her will, and physically assaulted her multiple times. Beebe noted Amber had several marks on her body consistent with her claims.

French was arrested for felony Kidnapping, and misdemeanor Domestic Abuse/Assault and Battery. The Kidnapping charges were dropped because of an agreement of both parties. In January, French pled guilty to the Assault charges, and was sentenced to one year in jail, with six months suspended.

However, on June 18, French was arrested for Violation of a Protective Order and for a Motion to Revoke his Probation. According to the police report, Deputy Latasha Broadhead was dispatched to a residence on Texoma Park Road for a report of a “man threatening people with a firearm and refusing to give his kids to their mother.”

Even though French had a Protection Order forbidding him contact with Amber or their two young children, he had them for visitation. Broadhead arrested French, and returned the children to their mother.

At the current time, Mangum has not turned himself in. He has multiple felonies such as Driving Under the Influence, Domestic Abuse, and Feloniously Pointing a Firearm.

French has been arrested multiple times for Domestic Abuse/Assault and Battery, and for Violating a Protective Order.
