Two out-of-towners were arrested over the weekend for a high-speed chase that led officers through three counties. On March 27, at approximately 10:00 p.m., Johnston County Deputies were made aware that Dickson Police were in pursuit of a black Dodge Charger. The charger had two occupants; one female, later identified as Sarah Fowler, and a male, Donald Harlow. The vehicle was eastbound on Highway 199, and driving extremely reckless at speeds of 110 miles per hour. Once the pursuit entered Johnston County, Deputy Gabriel Alexander joined the pursuit near Mannsville and continued all the way to the Highway 1 and 199 Junction.

The driver then turned her sights Tishomingo and began that direction. This decision led Captain Teddy Lenard and Deputy Ty Richeson to join the pursuit.

The pursuit then sped through Ravia, but officers were able to deter the speeding Charger from entering the city and putting even more people at risk. The vehicle then turned south on Highway 377 toward Madill.

This is when Marshall County Deputy Kasey Cox said he joined the ranks of the pursuit.

“I was following it on Facebook and was headed that way once they were in Ravia,” Cox said. “I turned and headed to N 377. While heading around the square, dispatch confirmed they were headed to Mar shall county. I advised Madill and headed to Lynn Rd. I jumped out of my unit with emergency lights on and deployed my stop sticks. The suspect vehicle then hit my stop sticks (confirmed hit) and I followed in calling all radio traffic for pursuit.”

Cox noted that even though the spikes got the tires, and the vehicle was on rims, the pursuit continued – albeit, they slowed down tremendously.

The almost disabled vehicle continued on rims north on Highway 199. Once the vehicle approached the fourlane, they made a U-turn and headed back toward Madill – at approximately 10 miles an hour, at this point.

To finally get this pursuit to end, Johnston County Under-Sheriff Gary Dodd gave Oklahoma Highway Patrolman Jonathan Vargas permission to perform a Tactical Vehicle Intervention, since Varga’s vehicle was properly equipped to handle. Vargas was successful in the TVI maneuver, bringing the pursuit to an end.

Fowler and Harlow were both taken into custody without any further incident. Officers noted that both driver and passenger seemed to be under the influence of Methamphetamines, and a search of the car confirmed the officers’ suspicions. Methamphetamines and paraphernalia were found in the vehicle.

Both suspects were detained and brought to the Carter County Jail.

Fowler, a 33-year-old female from Dayton, Ohio is facing Endangering Others while Eluding/Attempting to Elude Officers, Possession of CDS – Methamphetamines and Marijuana, Possession of Drug Paraphernalia, Driving Under Suspension, and Driving Under the Influence of Alcohol and Drugs.

Harlow, a 57-year-old man from Dayton, Ohio is facing Possession of CDS – Methamphetamines and Marijuana, Public Intoxication and Possession of Drug Paraphernalia.
