The City of Kingston is attempting to clean up the unsightly vehicles. Last month they sent out a notice on the back of your water bill to inform residents about Ordinance No. 613. The ordinance reads as follows: 8-301. Nuisance Motor vehicles that are abandoned, dismantled, partially dismantled, vandalized, scrapped, inoperative or discarded, or left in the city in places other than authorized scrapyards or other areas authorized by the city and that tend to do one or more of the following:

1. Prevent traffic on the streets;

2. Reduce the value of private property;

3. Create fire hazards;

4. Extend and aggravate urban deterioration; either

5. Result in a serious danger to the public health, safety, comfort, convenience and well-being of the residents of the city, they are declared a nuisance.

8-304 Prohibition of Junk Vehicles on Private Property No person in charge or control of any property within the city, whether as owner, tenant, occupant, lessee or otherwise, shall permit any partially dismantled, non-operational, wrecked vehicle , scrap metal or without a license remains on said property. within the city for a period of more than seven days. This section shall not apply with respect to a vehicle in an enclosed building; a vehicle on the premises of a business enterprise operated in a lawful place and manner, when necessary for the operation of such business enterprise; or a vehicle in an appropriate storage or warehouse location maintained in a legal place and manner by the city.

8-306. It is illegal to leave a junk vehicle on any street.

No person shall leave any partially dismantled, inoperative, vandalized or junk vehicle on any street, highway or alley within the city limits.
