City council holds short meeting

The Madill City Council gathered for its monthly meeting March 10 at the Fred Stanley Center, Library Room.

The council reviewed and approved the consent agenda which consisted of the following items:

• Minutes of February 11, 2020

• February General Fund Purchase Orders

• February One Cent Purchase Orders

• February Capital Project Purchase Orders

The motion to approve this item was made by Rushing and it was seconded by Davis.

Then, the meeting moved on to a discussion about a construction contract with Overland Corporation in the amount of $465,115 for

Fullingim led the discussion on this item.

“What this is, is what we call south taxiway. It won’t be able to complete it all the way down to the runway where some of the hangars are. But we’ll be looking at trying to do something at the end of it and make it better for those guys to get on board. We don’t know yet exactly how far down yet until they get out there. Cause right now they have to travel through vegetation to get on the runway. This will extend the taxiway for the planes to use for some of the hangers and eventually all the way down to the end.

“And just so that you guys know the amount of money we’re actually gonna be out is ten percent of that. 90 percent is money we’ve got banked up… over the last four years.”

Hale made a motion to approve the construction contract. Rushing seconded the motion. Williams, Davis, Rushing and Hall all voted yes.

Fullingim then presented the monthly financial report.

He said the fitness center had 243 renewals, 37 new members and 13 day passes for a total revenue of $6,440.00.

“Sales tax come in at $206,976.74,” he said. “Use tax at $17,456.13. Currently, the revue is sitting at 70.91 percent. Expenses at 70.41 percent.”

Then, it was onto the city manager’s report; again with Fullingim.

“I don’t know if you guys have seen but we’ve had some inmates out picking up trash along Highway 70.”

He said they are from

Pushmata County.

“It’s a program where they bring inmates out and pick up trash along the highways,” he said. “I know for sure they picked up trash on Highway 70 in Madill but I think their plans were for the bridge out there next to Kingston all the way to the county line. We’re out as a city picking up trash in other locations. So mowing season is about to be upon us so you’ll see us out there starting to mow as well.”

Fullingim provided an update on the renovation of the old hotel.

“We’ve been exploring options on the elevator,” he said. “And the market found us one we need to take a look at,” he said. “It’s a glass elevator for $33,720.00. Hopefully, this is something we’re gonna take a close look at and get a bid from another company. The original bid came in at well over $100,000.00.”

He added that another quote the city has received is for replacing heating and air in the building.

“Depending on how we go with that, we’re looking at anywhere from $19 to $30 thousand,” he said.

He added that the city is also looking at the lighting but is pending more information. Fullingim said he hopes the information will be ready to discuss ahead of the next council meeting.

There were no unscheduled public appearances or comments.

Hale was the only council member to speak during the remarks and inquires portion of the evening.
